Talbert <br />Member <br />March 19, 1993, <br />Mr. Jim Chandler <br />County Administrator <br />Indian River County <br />1840 25th Street <br />Vero Beach, FL 32960 <br />Dear Jim: <br />I am in receipt of the March 11 Inner Office Memorandum regarding the after <br />school program. On March 15 you called and asked for a statement regarding <br />Item IIa of that memorandum. <br />While I am in agreement, as I stated in our February 26 meeting, that we <br />would be naturally able to operate the program more effectively because the <br />sites are ours and the employees are ours, I made it clear that we do not have <br />the funds to do so. <br />We are currently attempting to reduce our operating budget another 1.6 <br />million dollars after two previous years of cuts from the state totaling 3+ <br />million dollars. <br />Our board has had a long standing philosophy that our dollars should be spent <br />educating children, while the community helps with the other pieces. This <br />will maximize our return on investment, and will produce a better educated <br />community. <br />I respectfully. request that the Commission delay a decision for 90 days until <br />the Children's Services Committee, chaired by Commissioner Macht, has an <br />opportunity to present a new forward thinking plan to the board dealing with <br />this and other children's issues. <br />We have realized in Indian River County that, 'It takes a community to raise a <br />child." We feel parents, educators, government, and private sector working in <br />harmony will produce an environment that will allow Indian River County to <br />thrive and prosper in the economic development arena. <br />Please bear with us as we work together to solve the community's dilemma of <br />trying to solve the after school problem. This will allow our working mothers <br />and fathers .with young children to be free from the restriction of after school <br />care.
