r _ � <br />PUBLIC DISCUSSION - VERBAL REQUEST BY ERIC JOHN TO SPEAR TO THE <br />BOARD OF COUNTY COMMISSIONERS REGARDING UTILITY BILLING, UTILITY <br />RIGHTS, AND UTILITY MANAGEMENT <br />The Board reviewed the following memo dated March 31, 1993: <br />DATE: MARCH 31,1993 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATO <br />THRU: TACE G. PINTO <br />DIRECTOR OF UTILITY VICES <br />FROM: HARRY E. AS <br />ASSISTANT OR OF UTILITY SERVICES <br />SUBJECT: MR. ERIC JOHN <br />This is to advise that the Department attempted to meet with Mr. Eric John, but he advised that he <br />wanted to take his matters directly to the Board of County Commissioners... <br />Eric John, 136 Sue Avenue, Whispering Palms Mobile Home Park, <br />Sebastian, requested a copy of today's minutes after they are <br />approved by the Board. He distributed copies of utility bills, <br />several pieces of correspondence, and newspaper articles to the <br />Board. Mr. John mentioned his neighbor, Donald Helmboldt, who <br />continued to receive utility bills at his new address for service <br />to a mobile home that he sold. Mr. Helmboldt called the Utilities <br />Department on several occasions and was told to ignore any future <br />bills. He also wrote a letter but did not receive a reply. Mr. <br />John felt that the Utilities Department should have transferred the <br />unpaid bills to the owner of the mobile home park and that Mr. <br />Helmboldt deserves an apology. <br />Mr. John contended that his own billing problems have not been <br />resolved, even though he wrote several letters to the Utilities <br />Department. He complained about a bill he received for 3,000 <br />gallons of water when he was up north. He felt that someone at the <br />Utilities Department should inform the customers that the water can <br />be shut off next to the meter, which he did not learn until <br />recently. <br />Mr. John felt that the penalties charged by the Utilities <br />Department are outrageous.
