ASHER, ASSISTANT DIRECTOR <br />FROM: LORI KOWALS�/MC <br />ACCOUNTING L SUPERVISOR <br />DEPARTMENT 'OF UTILITY SERVICES <br />SUBJECT: "CUSTOMER" INQUIRIES - ERIC JOHN & MR. HELMBOLDT <br />On November 14, 1989, the Board of County Commissioners held a public hearing to discuss the <br />"Agreement between Indian River County and Aspen Whispering Palms Ltd. Partnership for <br />Wastewater Services". In that agreement, page 3, item No. 4, representative copy attached, the <br />park agreed to install water meters at all mobile home sites. The County agreed to read these <br />meters and to bill wastewater services, as County's utility customer, each mobile home site <br />occupant at the County wastewater rates in effect at the time of billing. The park guarantees <br />payment of any residents' bills' not paid 60 days from billing. <br />Mr. John was billed for 3,000 gallons of consumption, which passed through his meter during the <br />period April 7 - May 7. After additional research with park management, prompted by Mr. John's <br />subsequent follow-up, it was determined that water was used and subsequently recorded on the <br />meter. However, the water usage probably did not pass through the sewer and therefore, Mr. <br />John was given credit for the 3,000 gallons of consumption. As to Mr. John's complaint concerning <br />turning off of the water at the meter, the water is supplied by Aspen and Aspen is responsible for <br />the meters. The County does not have the authority to turn off the water meter. <br />50 <br />
