CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PINTO <br />DIRECTOR OF UTILI SERVICES <br />STAFFED AND <br />PREPARED BY: WILLIAM F06!McWN <br />CAPITAL S ENGINEER <br />DEPAR UTILITY SERVICES <br />SUBJECT: NORTH COUNTY WASTEWATER TREATMENT PLANT PHASE I <br />LANDSCAPING <br />BACKGROUND: <br />In January 1991, the Indian River County Department of Utility <br />Services put the North County Wastewater Treatment Plant on line. <br />At that time, all of the plant capacity had been reserved, and it <br />was anticipated that an immediate plant expansion would be required. <br />The Utilities Department therefore put the majority of the required <br />landscaping on hold, as it would have to have been greatly modified <br />to accommodate the second phase of the project. It was our intent <br />that the entire landscaping package be constructed with Phase II of <br />the facility. <br />At this same time, the City of Sebastian* pulled out of our system, <br />putting a halt to the immediate plant expansion. Since Phase II <br />will not be constructed in the immediate future, we have modified <br />our original landscaping plan to accommodate Phase II, and must now <br />proceed with Phase I landscaping. <br />ANALYSIS: <br />We are now requesting the Board of County Commissioners" direction <br />as to how to proceed with the required landscaping. There are three <br />options available; they are as follows: <br />1. Solicit bids (at least three quotes) for this work and <br />proceed with same without going through the long process <br />of bid procurement. The cost of this work is estimated <br />not to exceed $20,000.00, and will be paid for out of the <br />impact fee fund. <br />62 <br />
