r MAY 18 1993 <br />BOOK 89 mu 572 -7 <br />permits were required of the county landfill incinerator <br />operation. <br />Many of the concerns expressed by the public at the April 22, <br />1993 Planning and Zoning Commission public hearing involved <br />air quality and regulatory monitoring of emissions. At the <br />meeting, the applicant's prospective incinerator supplier <br />showed a demonstration video tape of a refractory type <br />incinerator in operation. To ensure that an incinerator <br />comparable to the one shown at the meeting is employed on the <br />site, the Planning and Zoning Commission added to its approval <br />motion a condition that the incinerator used on the site be <br />identical or of equal performance to the type and model <br />presented by the petitioner at the April 22, 1993 Planning and <br />Zoning Commission meeting. In staff's opinion, such a <br />condition should be attached to any project approval to <br />establish a minimal degree of incinerator equipment <br />performance exceeding FDER emission requirements. <br />Although stockpiling debris on site is partially regulated by <br />the specific land use criterion that limits the amount of <br />debris stockpiled on site to a 30 -day burn volume, there was <br />still a concern about the proper removal and disposal of the <br />stockpiles if the business fails. To guarantee such removal <br />and disposal, the staff recommended and the Planning and <br />Zoning Commission approved a requirement that the applicant be <br />required to post security with the county in an amount <br />sufficient to pay for the proper removal and disposal of a 30 - <br />day burn volume of debris. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use and conceptual <br />site plan approval for the requested private land clearing debris <br />burning facility with the following conditions: <br />1. Prior to the special exception use approval becoming <br />effective, the applicant must obtain approval from the Solid <br />Waste Disposal District (SWDD) Board as required by the <br />specific land use criteria. Special exception use approval <br />shall not be effective unless and until SWDD Board approval is <br />given. Special exception use approval shall be subject to <br />any conditions of approval placed upon the project by the SWDD <br />Board. <br />2. Prior to any site clearing or development, the applicant must <br />obtain approval and release of a site plan, as well as all <br />applicable permits. Note: FDER permitting is a part of the <br />site plan special land use criteria. . <br />3. Prior to the release of any project site plan, the applicant <br />shall post with the county funds in an amount deemed <br />satisfactory by the SWDD staff to guarantee proper removal and <br />disposal from the site of a 30 -day burn volume of debris. <br />4. The type of incinerator to be used on the site shall be . a <br />refractory wall type incinerator manufactured by Air -Burner, <br />Inc., model # S-121, or type of equipment equal to or <br />exceeding the performance of the referenced incinerator, as <br />approved by the FDER and SWDD staff. <br />31 <br />
