MAY 181993 BOOK 69 ucr— 576 <br />Site Layout <br />The site itself is 50 acres. All activities on the site are <br />literally hundreds of feet from the outer perimeter of the property <br />and hundreds of feet from other property. A review of the site <br />plan shows the careful use of the property to insure against any <br />adverse impact on the surrounding area. <br />Vegetation Buffer <br />The perimeter of the property, on all sides, contains a consider- <br />able depth of trees and vegetation, which will be left intact and <br />improved upon. The goal is to completely shield the facility from <br />the roads and the surrounding area. The existing growth and the <br />County buffer requirements will insure a visually pleasing <br />facility. <br />Location of Site <br />The location of the site is such it cannot have an adverse effect <br />on surrounding property. State Road 510 is on the North. A road <br />and canal separate the property on the East and the distance of <br />hundreds of feet separate this property from property to the South. <br />The location is well over one-half mile West of Fellsmere and <br />cannot have an adverse affect on any interest of the City of <br />Fellsmere or its residents. <br />Use of Site <br />The use'will be inoffensive: <br />1. The incinerator is "state of the art." A condition of the <br />Planning and Zoning Commission was that the unit be comparable <br />with one demonstrated by video to that Commission. Smoke from <br />the limited time it is operated is truly minimal. <br />2. The facility is subject to any reasonable rules and regula- <br />tions imposed by the County. The County has a multitude of <br />remedies included in its arsenal of police powers, including <br />regulating appearance, hours of operation, emissions, sounds, <br />etc. The County has code enforcement available for staff <br />enforcement, as well as normal Court action. <br />3. The facility is also subject to regulation by the Department <br />of Environmental Regulation for emission standards, as well as <br />the Division of Forestry for the regulation of all aspects of <br />burning. <br />Investment <br />The investment of Mr. Fey is substantial and is probably the best <br />proof of his commitment to this project. The land, equipment and <br />development costs will be approximately $500,000.00. No one with <br />an investment of this magnitude will jeopardize that investment by <br />an imprudent operation. <br />Land Clearing Material Only <br />Mr. Fey is in the land clearing business and needs this location to <br />process the land clearing debris generated in his business. <br />35 <br />
