COUNTY OWNED BUILDING - OLD GIFFORD JAYCEE BUILDING <br />The Board reviewed memo from General Services Director Sonny <br />Dean dated May 12, 1993: <br />DATE: MAY 12, 1993 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: COUNTY OWNED BUILDING - OLD GIFFORD JAYCEE BUILDING <br />BACKGROUND: <br />Reverend Eugene Idelett has requested the County grant permission for <br />the Indian River Ministerial Council to renovate and use the subject <br />building, for a boxing gymnasium. This facility has been condemned <br />by the Board for demolition but --was put on hold pending the outcome <br />of this request. <br />ANALYSIS: <br />Staff has reviewed the condition of the subject building and advised <br />Reverend Idelett in writing, of it's condition along with <br />requirements for a certificate of occupancy. He has responded <br />acknowledging the existing conditions and maintains his request for <br />Board authorization to use the facility. Reverend Idelett also <br />stipulated, he would "do what ever has to be done". <br />RECOMMENDATIONS: <br />Staff would recommend this request, provided that all requirements be <br />met prior to occupancy and a time limit for completion be mandated. <br />It is also recommended, should the Board grant the request, that a <br />contractual agreement be prepared by the County Attorney with the <br />criteria outlined above. It is__ staff's opinion, that as it now <br />exists, this building represents a liability and precautions should <br />be taken to protect the County. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Macht being absent) granted permission <br />for the Indian River Ministerial Council to renovate <br />and use the Old Gifford Jaycee Building, provided <br />that all requirements be met prior to occupancy and <br />within a time limit as set out in a contractual <br />agreement to be prepared by the County Attorney, as <br />recommended by staff. <br />LEASE AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />109 <br />Y 5 BOOK 89 PV . %1(0 <br />
