MAY 2 5 X993 BooK 89 FAcF 799 —7 <br />ALTERNATIVES 6 ANALYSIS <br />Florida Boating Improvement Program monies are fees collected by <br />the State that are apportioned to each county for boating <br />improvement projects. For this reason, use of the funds is not a <br />County expenditure per se, but a redirection of grant monies. <br />For fiscal year 1992-93, the allocation of FBIP funds to Indian <br />River County totaled $44,458.19. As of May 15, 1993, a balance of <br />±$961000 was unobligated for boating improvement projects in the <br />county. <br />A majority of the present unobligated FBIP funds are anticipated <br />for use associated with Round Island Park improvements. However, <br />the requested $2,000 for the boater's guide represents a relatively <br />small portion of the total funds available and would not interfere <br />with Round Island Park expenditures. <br />The County's participation in funding the proposed boater's guide <br />will further the goal, objectives and policies of the Coastal <br />Management Element of the Comprehensive Plan. Specifically, the <br />Project would serve Coastal Management Policy 1.7, which provides <br />that the County will work with local boating interests and boating <br />regulatory agencies to develop a manatee awareness program, <br />including public education. <br />RECOMMENDATIONS <br />Staff recommends that the Board of County Commissioners authorize <br />the use of $2,000 from the County's share of FY193-94 Florida <br />Boating Improvement Program funds to contribute to the development <br />of an Indian River Lagoon Boater's Guide by the IRLNEP. <br />COPY OF FULLY EXECUTED'"AGREEMENT IS ON FILE <br />IN THE OFFICE OF CLERK TO THE BOARD <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Commissioner Macht being absent) authorized the use <br />of $2,000 from the County's share of Fiscal Year <br />1993-94 Florida Boating Improvment Program funds for <br />development of an Indian River Lagoon Boater's Guide <br />by the Indian River Lagoon Natural Estuary Program, <br />as recommended by staff. <br />108 <br />
