NEW HORIZONS MOBILE ROME PARK SUBREGIONAL LIFT <br />STATION ENGINEERING -AND CONSTRUCTION <br />Currently, a long-standing health threat exists at the New Horizons <br />Mobile Home Park as a result of a dilapidated sewage treatment system, <br />which currently services this park. They (New Horizons) have been <br />under enforcement action for the last several years from both the <br />Department of Environmental Regulation, as well as the local office of <br />HRS for continual violations at their treatment plant. The engineering <br />firm of Masteller and Moler, Inc., previously designed the sewer force <br />main,, which was constructed up to the park entrance under the North <br />County Sewer Project. They also have existing survey information, <br />along with familiarity with the New Horizons Mobile Home Park, and is <br />the firm we have chosen for this project. <br />ANALYSIS <br />The preliminary cost estimate for this construction is $11o,000.00, <br />with engineering costs as follows. - <br />Design <br />Inspection <br />Computer Disk Copies <br />Surveying <br />Easement Documents <br />Total <br />Contingency costs <br />$8,500.00 <br />31800.00 <br />800.00 <br />2,600.00 <br />1,000.00 <br />$16,700.00 <br />$ 850. 00* <br />-5.000.00** <br />$ 5,850.00 <br />Estimated environmental sensitive land contingency (add survey) to <br />be authorized by the Director of Utility Services if required. <br />Engineering services contingency to be authorized, if required, <br />by the Director of Utility Services. <br />The typical engineering fees for a project of this size, excluding <br />surveying, would be 16.3% ±. We have negotiated the fee at 15.2% ± <br />for the entire project (see attached contract with Masteller and <br />Moler, Inc.). An agreement with the FDIC previously brought to the <br />Board of county Commissioners outlines the details of our <br />participation in this project at New Horizons. Funding for this <br />project will -be from the impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached agreement with <br />Masteller and Moler, Inc.,, for the New Horizons Mobile Home Park <br />lift station and proceed with the construction of same. <br />41 <br />BOOK U <br />JUN - 8 199,3 89 F,mF 7,94 <br />
