commissioner Adams asked whether other counties or cities have <br />lighting ordinances, and Attorney O'Brien explained that staff <br />wanted to discuss this with the Board before investing time on <br />research. <br />Vice Chairman Tippin sympathized with Mr. Osborn, but felt <br />that the County should not get involved in problems between <br />neighbors. <br />ON MOTION by Commissioner Macht, SECONDED by <br />commissioner Adams, the Board unanimously (4-0, <br />Chairman Bird being absent) denied the request of <br />Herbert Osborn for an ordinance prohibiting the <br />intrusion of light on adjacent residential property. <br />DISCUSSION REGARDING CITY HIGH POWER LINES IN SOUTH COUNTY <br />Vice Chairman Tippin distributed copies of a newspaper article <br />and other information regarding health hazards of electromagnetic <br />fields. He realized that this is a controversial issue, but he <br />f elt there is suf f icient concern f or the Board to write a letter to <br />the City requesting a public hearing. He stressed that these lines <br />will run through his entire district, and he has received many <br />phone calls from concerned citizens. <br />Commissioner Macht commented that the editorial in this <br />morning's Press Journal echoes Vice Chairman Tippin's concerns, and <br />a public discussion might resolve the uncertainty in the minds of <br />these taxpayers. <br />Vice Chairman Tippin suggested that the Board send a letter <br />requesting the City to hold a public hearing as soon as possible. <br />Frank Call, electrical engineering director, City of Vero <br />Beach, explained that the public hearing scheduled for June 29 was <br />postponed because some of the experts were unavailable on that <br />date. Mr. Call stated that it would be too costly for the City to <br />delay the project. Furthermore, it will take years to determine <br />whether electromagnetic fields cause health problems. <br />Commissioner Eggert stressed that the citizens are frustrated <br />because the City has gone ahead with the project without allowing <br />a public discussion to occur. She f elt that it would be a lot more <br />costly to put up the poles, only to have to take them down later. <br />She suggested that the lines be buried. <br />Bruce Barkett, local attorney, pointed out that the City has <br />not kept its promise to allow a meaningful dialogue to occur bef ore <br />the poles were erected.
