His clients <br />could have gotten their expert here f or a meeting on June 29 or <br />earlier and, in fact, wanted the meeting to be held in May. <br />Sasan Rohani, 644 25th Street, S.W., Vero Beach, distributed <br />the following information to the Board: <br />RECOMMENDATIONS REGARDING <br />1. Pass a resolution or send a letter to the City of Vero <br />Beach protesting the location of these lines In a <br />residential neighborhood (along 25th Street S.W. and <br />the lataral "J" canal). Suggest the "Doctrine of <br />Prudent Avoidance" to the city. If the risk Is <br />unknown, it Is best to avoid all exposure. <br />Request that the city halt all action In placing the <br />posts and expanding the high voltage above ground power <br />lines until an environmental Impact study Is done on <br />this transmission line extension and an appropriate <br />electromagnetic field (EHF) mitigation plan Is <br />prepared. <br />2. County Attorney's office to make a determination on the <br />following: <br />a. If an easement owned by the Indian River <br />Farms Water Control District (IRFWCD) along <br />drainage canals can be used for other uses <br />n ot related to drainage, such as placement of <br />high voltage transmission lines. <br />b. Can an easement be utilized for a use that <br />will effect beyond the physical limits of the <br />easement, such as EMF's which spread beyond <br />the limits owned by IRFWCD. <br />3. County Attorney's office to prepare an ordinance <br />prohibiting high voltage transmission power lines <br />within ' areas of the county designated on the future <br />land use map as residential or closer than 100 yards to <br />such a residential area unless these lines are buried <br />underground, safely, with sufficient Insulation to <br />prevent leakage of EMF's. <br />Mr. Rohani announced that he is a County employee but took an <br />hour of vacation to be here on his own time. He urged the Board to <br />write a letter to the City and request them to stop everything <br />until after the public hearing. otherwise, the City will put the <br />poles up and then on July 21 argue that it would cost too much to <br />take them down. Mr. Rohani did not understand how the City could <br />place concerns about costs above the lives of our children. He <br />commented that it would make sense to bury and insulate the lines <br />54 <br />
