The request is limited to areas where service <br />will be available by 1995 and to the 58th Avenue corridor which is <br />designated a high priority in Future Land Use Element Policy 1.37. <br />For these reasons, the proposed amendment implements Future Land <br />Use Element Policy 1.37. <br />- Future Land Use Element Objective 1 <br />Future Land Use Element Objective 1 states that the county will <br />have an efficient land use pattern that reduces urban sprawl. One <br />reason that urban sprawl is considered an undesirable land <br />development pattern is that sprawl development is expensive and <br />inefficient to serve with infrastructure. In contrast,, land <br />adjacent to utility lines can generally be served efficiently. The <br />proposed amendment will allow the provision of urban services to <br />land adjacent to utility linest thereby increasing the efficiency <br />of urban service provision. For that reason, the proposed <br />amendment implements Future Land Use Element Objective 1. <br />- Future Land Use Element Policy 1.9 <br />Future Land Use Element Policy 1.9 states that the Rural land use <br />designation contains a mix of agricultural, residential, and open <br />space lands and should serve as a buffer between agricultural and <br />urban areas. Land uses on the subject property are a mix of <br />agricultural, residential, and open space, and all land comprising <br />the subject property is located between agricultural and urban <br />areas. Therefore, the proposed amendment is consistent with Future <br />Land Use Element Policy 1.9. <br />- Future Land Use Element Policies 2.2 and 2.3 <br />Future Land Use Element Policies 2.2 and 2.3 state that the USA <br />shall include areas that receive or are programmed to receive <br />services deemed necessary to support urban or suburban development. <br />All lands comprising the subject property receive or are programmed <br />to receive all county services.
