Expanding the USA to allow property on both <br />sides of utility lines to receive service would increase the number <br />of units connecting to main lines and paying impact fees and <br />assessments. Thig makes it more feasible to provide utility <br />service. <br />Increasing the density of land adjacent to planned utility lines <br />further enhances the feasibility of providing utility service,, <br />since a density increase will allow an increase in the number of <br />units connecting to main lines and paying impact fees and <br />assessments. Increading density is particularly applicable to new <br />land added to the USA,, since this land is currently limited to only <br />I unit/5 acres. Without the expansion of the USA, the burden of <br />paying for line expansion will fall on fewer units. This will <br />increase the per unit assessment amount and in some cases will make <br />line expansion prohibitively expensive. <br />Mr. Zeigler characterized this as circular reasoning and not <br />profound. He quoted further from Future Land Use Element Policy <br />1.37: <br />Agricultural use# however, is exempt from requirements to obtain <br />county environmental permits,, and from the county's native upland <br />plant community oat-aaide requirement. <br />Mr. Zeigler did not believe that to be a valid statement. He <br />requested that the Comprehensive Land Use Plan of 1990 should be <br />clarified and that the Commissioners should recognize the trigger <br />events that are needed to change any land use designations. Mr. <br />Zeigler further requested that the County Commissioners direct the <br />utilities director to establish a procedure whereby a person could <br />inquire about an individual assessment, as he has not been able to <br />obtain that information. <br />Dr. Ron Jaffe, 6420 12th Street, stated that his neighborhood <br />was excluded from this proposed change. He referred to Policy 13.3 <br />of the Future Land Use Element and stressed that there has been no <br />oversight, no mistake and no change in the use of that land f or the <br />last 17 . years. He emphasized that the residents there wish to <br />preserve their peaceful, quiet lifestyle, they do not wish to have <br />the dirt road paved, and they do not need improvements in their <br />area.
