J U N 2 2 1993 <br />BOOK 89 phi") F 8-96 <br />Commissioner Adams thought the property owners have indicated <br />they want to maintain a low density and not make this change. She <br />felt we need to investigate our policy because this policy seems to <br />be a stumbling block. If people need water we should provide it. <br />She felt that increasing density in a blanket change would not be <br />fair to the property owners who have spent time and money building <br />these estates and who expected to maintain their property that way. <br />Commissioner Adams contended that although rezoning does increase <br />the value of property, agricultural property has more value than <br />just a tax base - it is America's blood and soul. <br />Commissioner Eggert pointed out that this change is not <br />rezoning. There are people who are devoted to keeping their <br />property in agriculture and most of them will. <br />Commissioner Macht noted that too often we look upon zoning as <br />an economic adjustment, but economics should not be a consideration <br />in the process of zoning. Staff accurately advised the Board <br />regarding their evaluation of this situation and it is the Boardfs <br />responsibility to remember that we have a community of people who <br />have rights. We are confronted with the result of following a <br />policy that has come down from Tallahassee and has caused some <br />unpleasant situations for our community. Commissioner Macht did <br />not want to deny the request but preferred to defer this matter and <br />have more discussions in a workshop format at which we could bring <br />all the elements together, revalidate our utility plan and our <br />urban service area, and study this matter more fully. <br />commissioner Tippin concurred with Commissioners Adams and <br />Macht. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously denied <br />transmittal of the Comprehensive Plan Amendment at <br />this time, directed staff to present it again with <br />the next set of amendments in the October time <br />frame, and to schedule workshops in the meantime to <br />discuss the proposed changes. <br />32 <br />
