- Citrus Highway (County Road 609) <br />Since the comprehensive plan was adopted, there has been a <br />substantial change in circum tances regarding the Citrus Highway. <br />At that time, there were no formal plans for a Citrus Highway. <br />Subsequent to plan adoption,, however,, the citrus industry <br />approached FDOT and representatives of Indian River, Martin, and <br />St. Lucie Counties, regarding the need for a multi -county roadway <br />to serve the citrus industry. FDOT and county representatives <br />determined that such a roadway may provide multiple benefits by <br />getting citrus trucks off other arterial roads and on the Citrus <br />Road. Based upon the initial determination of potential benefits, <br />FDOT has programmed a corridor study for the Citrus Road. These <br />actions constitute a substantial change in circumstances affecting <br />the Citrus Highway and meet the third criterion of Future Land Use <br />Element Policy 13.3. <br />- S.R. 60 west of 1-95 <br />In the period since adoption of the comprehensive plan, there has <br />been a change in circum tances regarding S.R. 60 west of 1-95. As <br />a major east -west corridor, S.R. 60 has been designated part of the <br />recently established Intrastate Highway System. State law requires <br />that roads which are part of this system be four -lane facilities. <br />This, therefore, constitutes a substantial change in circumstances <br />affecting S.R. 60 and meets the third criterion of Future Land Use <br />Element Policy 13.3. <br />- Roseland Road between U.S. 1 and Indian River Drive <br />The segment of Roseland Road between U.S. 1 and Indian River Drive <br />was mistakenly designated as a subdivision collector instead of a <br />collector in the adopted comprehensive plan. Since this segment <br />acts as a tr4nsition roadway, connecting an urban minor arterial <br />(programmed for expansion to four -lanes) to a two-lane subdivision <br />collector, the road should have been given the intermediate <br />"collector" designation. <br />Additionally,, the characteristics of the U.S. 1/Roseland Road <br />intersection indicate that this segment of Roseland Road should <br />have been designated as a collector road when the comprehensive <br />plan was adopted. This intersection of two major roads is located <br />within a commercial /industrial node. Since each corner of this <br />intersection has commercial zoning which attracts a significant <br />volume of traffic, this segment of Roseland Road should have been <br />designated as a collector road in the comprehensive plan. <br />Therefore, because there was a mistake in the original <br />comprehensive plan with respect to this road, the first criterion <br />of Future Land Use Element Policy 13.3 has been met. <br />- Future Land Use Element Table 2.30 <br />When the comprehensive plan was adopted, the best available data <br />regarding the amount of commercially and industrially designated <br />.land in the county were not completely accurate. Recently, staff <br />revised the county's Data Source for Commercial & Industrial <br />Development. Research for this project provided staff with more <br />accurate and up-to-date information for Future Land Use Element <br />Table 2.30. The availability of these data constitutes a <br />substantial change in circumstances affecting Future Land Use <br />Element Table 2.30 and meets the third criterion of Future Land Use <br />Element Policy 13.3. <br />39 <br />JUN 22 1993 BOOK DIU 903 <br />L <br />
