JUN 22 1991 BOOK <br />- Future Land Use Element Policy 1.25 <br />F�r" -1 <br />89 t �,,- 904 <br />Future Land Use Element Policy 1.25 designates all nodes as either <br />commercial, industrial, commercial/ industrial, tourist commercial, <br />or hospital commercial. This policy does not include any criteria <br />for designating or changing types of nodes, and these designations <br />have no regulatory purpose since any commercial or industrial <br />zoning is permitted within any node. In practice, the existence of <br />various types of nodes confuses the public without providing <br />specific benefits. For these reasons, designating five different <br />types of nodes was a mistake in the original plan. Therefore, this <br />amendment meets the first criterion of Future Land Use Element <br />Policy 13.3. <br />- Ports, Aviation, and Related Facilities <br />Since the adoption of the comprehensive plan, several changes have <br />been made to the layouts of Vero Beach Municipal Airport and New <br />Hibiscus Airpark. These changes include moving a runway and <br />changing a clear zone. Together,, these actions constitute a <br />substantial change in circumstances affecting both airports and <br />meet the third criterion of Future Land Use Element Policy 13.3. <br />- Potable Water Sub -Element Policy 1.3. Sanitary Sewer Sub - <br />Element Policy 1.3. and Capital Improvements Element Policy 3.5 <br />Potable Water Sub -Element Policy 1.3, Sanitary Sewer Sub -Element <br />Policy 1.3, and Capital Improvements Element Policy 3.5 all refer <br />to a county ordinance which was current when the comprehensive plan <br />was adopted but has since been amended. The amendment of the <br />county ordinance constitutes a change in circum tances. Therefore,, <br />this comprehensive plan amendment meets the third criterion of <br />Future Land Use Element Policy 13.3. <br />At least one of the Future Land Use Element Policy 13.3 criteria is <br />met by each proposed amendment. Therefore,, all proposed amendments <br />are consistent with Future Land Use Element Policy 13.3. <br />Traffic Circulation Element <br />- Citrus Highway <br />The proposed Citrus Highway will provide several benefits. First# <br />it would serve the citrus industry by providing more efficient <br />movement of citrus from groves to packinghouses and then to <br />consumers, Second# the highway would remove many large,, slow <br />moving citrus hauling trucks from U.S. 1. Presently# there are no <br />deficiencies on U.S. 1 in Indian River County. However , as <br />indicated in Table 4 .7.2 of the Traf f ic Circulation Element of the <br />comprehensive plan, deficiencies will begin occurring in 1995, if <br />no improvements to the transportation system are made. According <br />to Traffic Circulation Element Table 4.7.3# the entire length of <br />U.S. 1 in Indian River County and parts of old Dixie Highway# 27th <br />Avenue,, and 58th Avenue will be deficient by 2010j, if no <br />improvements are made. <br />Objectives and. policies of the comprehensive plan which are <br />particularly applicable to this amendment are Traffic Circulation <br />Element Policy 1.1,, Economic Development Element Policy 1.1 and <br />Objective 4, Future Land Use Element Policy 3.4, Capital <br />Improvements Element Policy 1.6,, and Ports,, Aviation,, and Related <br />Facilities Element objective 3. <br />40 <br />
