JUN 22 1993 <br />BOOK 89 MU, 906 <br />Policies of the comprehensive plan which are particularly <br />applicable to this amendment are Traf f ic Circulation Element Policy <br />3.1, and Capital Improvements Element 1.6. <br />Traffic Circulation Element Policy 3.1 states that the county will <br />collect, maintain and review data on all accidents in the county, <br />and that the county will identify above average accident locations <br />as well as safety projects to reduce accidents at these locations. <br />Based on accident data, staff has identified this portion of S.R. <br />60 as an above average accident location. Further,. staff has <br />identified the widening of this portion of S.R. 60 as a needed <br />safety project. For these reasons, this amendment is consistent <br />with Traffic Circulation Element Policy 3.1. <br />Capital Improvements Element Policy 116 states that the county <br />shall encourage the MOT to reallocate budgeted appropriations for <br />traffic facilities in Indian River County. Since this amendment <br />facilitates the construction of an MOT funded traffic facility by <br />incorporating it into the county's comprehensive plan, the <br />amendment is consistent with Capital Improvements Element Policy <br />1.6. <br />Roseland Road between U.S. 1 and Indian River Drive <br />The portion of Roseland Road between U.S. 1 and Indian River Drive <br />should be designated as a collector road rather than a subdivision <br />collector road for several reasons. First, this segment provides <br />• transition from a road with a higher functional classification to <br />• road with a lower functional classification. This seament <br />n - 1- �— b <br />connects an urban minor arterial to a subdivisio c6l ector.----- inc--e-- <br />collector roads are designed to accommodate traffic volumes at <br />levels between those of arterials and subdivision collectorsl this <br />segment of Roseland Road should be designated as a collector road. <br />The land uses in the area also indicate that this segment of <br />Roseland Road should be designated a collector road. This segment <br />begins in a commercial/industrial node, at the intersection of two <br />major roads (U.S. 1 and Roseland Road). All four corners of this <br />intersection are zoned CG, General Commercial. Uses located at <br />this intersection include major shopping centers, a grocery store, <br />a convenience store, a fast food restaurant, and a drug store. <br />Traffic Circulation Element -Policies 1.1 and 3.2, and Objective 5 <br />are particularly applicable to this amendment. These parts of the <br />comprehensive plan relate to the regulation and monitoring of the <br />thoroughfare roadway system. <br />Despite high volumes, this segment of Roseland Road is not part 'of <br />the thoroughfare roadway system and,, therefore, is not monitored <br />for LOS. In reality, this segment performs the same functions as <br />other thoroughfare roads. If designated a collector road, this <br />segment would become part of the thoroughfare roadway system and <br />would have to meet minimum LOS standards. Therefore, this <br />amendment is consistent with Traffic Circulation Element Policies <br />1.1 and 3.2, and Objective 5. <br />Staff also reviewed potential environmental impacts of this <br />amendment. Since the areas surrounding this segment of Roseland <br />Road are already disturbed, this amendment is not anticipated to <br />have any significant adverse environmental impacts. <br />42 <br />M M M <br />
