M M M <br />to set the priorities for utility service. Mr. Galanis mentioned <br />several small subdivisions which have been provided with water <br />service, and he stated that Pine Tree Park Subdivision is included <br />in the list of areas of greatest need for water service. The <br />County has set down an orderly pattern for growth and even the <br />areas like Cherry Lane with low densities must be serviced with <br />water because there is a problem with disposing of sewage. The <br />water table is high, the drainage is poor and the soil is not like <br />the sandy soils where septic tanks work well. <br />Commissioner Macht asked if there has ever been an incidence <br />of illness caused by drinking the water in Pine Tree Park, and <br />whether the Health Department has the ability to test that water <br />and perhaps condemn it if it is bad. <br />Director Galanis responded that there is no regulation <br />relative to potability of an individual's drinking water. There <br />are construction standards to protect the ground water. If the <br />Health Department finds bacteria in water, they can tell the <br />homeowner, but they have no authority to condemn it. He could <br />recall no cases with documented proof of illness caused by the <br />water in that subdivision. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />Discussion ensued regarding the assessment and methods of <br />payment for the water line. <br />Commissioner Macht led discussion regarding the planned <br />workshop on the urban service area and felt that the expansion of <br />water service was related to that. He did not like forcing <br />property owners to develop their properties in order to pay this <br />assessment. He considered petitions for water service as a viable <br />policy, except in cases where there is a health issue. <br />Commissioner Tippin agreed, and thought we could find ways to <br />provide utility service to those who want it without forcing others <br />to pay for something they do not want or need. <br />Commissioner Eggert agreed that water service should be <br />discussed at the same time we discuss the urban service area <br />expansion and the Comprehensive Plan. She also commented that it <br />would be a public hearing so that the Board can make a decision at <br />that time. <br />55 <br />JUN 22 1993 BOOK <br />
