TO: James Chandler <br />County Adminis ator <br />THROUGH: Doug Wright', ector <br />Emergency X men* Services <br />FROM: John King, Emergency Management Coordinator <br />Division of Emergency Management <br />DATE: June 16, 1993 <br />SUBJECT: Approval of Electrical Modifications and Panel Upgrade at <br />Hobart Tower Transmitter Building <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Indian River County has a 4051 foot communications tower and <br />transmitter building located at Hobart Park. The transmitter <br />building houses 45 repeater -type radios. These transmitters include <br />public safety radios, E-911 dispatching microwave circuits, County <br />Department radios, and leased tower space transmitters. <br />When the com=4�,ons site was first activated in 1985,, the <br />construction budget only allowed for a single-phase electrical <br />service for, the transmitter building. As the need for county <br />co ' mmunications grew, the reserve electrical service at the site was <br />used to meet the demand of additional radios. <br />Now at maximum capacity, the electrical service panel has become <br />trip -sensitive due to electrical fluctuations caused by area FP&L <br />service customers. In recent weeks, county staff and communications <br />technicians have made repeated emergency calls to the transmitter <br />site to repair damaged radios and air conditioning systems caused <br />by the electrical fluctuations. <br />ALTERNATIVES AND ANALYSIS: <br />Staff met with both licensed electricians and communication <br />engineers to determine a solution. They recommended that the <br />electrical feed at the remote site be changed to a commercial <br />three-phase electrical service. Staff contacted the regional FP&L <br />Operations Upgrade representative and requested information <br />regarding the necessary modification costs. FP&L presently has <br />three transmitters located at Hobart Tower and are willing to <br />install the necessary electrical feeder lines at no cost to the <br />County. <br />Three electrical contractors submitted proposals to install a new <br />400 amp three-phase electrical service to replace the existing 200 <br />amp single-phase service (see attached vendor sheet). Within their <br />proposals, two contractors submitted two types of breaker <br />panels --one type is consistent with the exiting "Square D" system <br />and the second type is a cheaper non-standard unit. <br />The bids/quotes were as follows with Option 1 being other brands <br />and Option 2 being the Square D electrical panel. <br />61 <br />BOOK Use, <br />LAN 221993 89 n"1-5 <br />
