This recommendation reflects a consensus among Community Development, Risk Management, and the County Administrator. As to the assigned risk pool option, staff feels that that is the better alternative. Even with the higher premium cost, that option represents a more cost effective choice. RECOMMENDATION Staff recommends that the Board of County Commissioners deny the Council On Aging's request for the County to insure School Board busses for transportation disadvantaged use. Alternatively, staff recommends that the Council on Aging purchase insurance through the assigned risk pool. ON MOTION by Commissioner Eggert, SECONDED by Commissioner Adams, the Board unanimously denied the request for the County to insure School Board busses for transportation disadvantaged use and recommended that the Council on Aging purchase insurance through the assigned risk pool,.as recommended by staff. Tom Fritz, Council on Aging director of transportation, spoke as a representative of the Community Transportation Coordinator and assured the Board that the funds which the County allocates to Transportation Disadvantaged also benefits transportation to the Veterans, ARC, Able Transport, All Florida, Yellow Cab of Sebastian and Indian River Yellow Cab. The money is not used for operating expenses but is used to obtain matching funds. He explained that the school busses are operated under a coordinating agreement with the School Board and those trips are counted and have a direct impact on the Grants for the Transportation Disadvantaged.
