E. H. Outlaw, representing Sheltra & Son Co., Inc., came <br />before the Board and contended that the specifications were changed <br />after the bid process began. He stated that he has done several <br />major construction jobs for the County and was sure he could <br />complete this bridge replacement under FDOT standards. He <br />cautioned the Board that Murphy Construction's presentation does <br />not follow FDOT standards, and that there is the possibility for <br />accidents. <br />Randy Cropp, representing Murphy Construction, assured the <br />Board that the bridge will be open to two-way traffic during <br />construction and it will be done within DOT Standards 19.25. <br />Director Davis advised that design engineers Williams, <br />Hatfield & Stoner feel that the bridge can be replaced safely while <br />maintaining two-way traffic. He clarified that there have been two <br />addenda to clarify the specifications but there were no changes. <br />Mr. Cain was aware that Mr. Outlaw is concerned about the lane <br />widths during construction, but he assured the Board that normal <br />field adjustments can be made to assure the correct widths. <br />Commissioner Eggert asked whether there might be problems if <br />FDOT inspects the work during construction, and Mr. Davis explained <br />that it is a County bridge so FDOT is not involved.
