People are upset that the Vero Beach <br />City Council will not listen to them. Yes, the City has scheduled <br />a meeting for July 2 1, but workers are putting up poles in the area <br />as fast as they can. The residents in the area are very frustrated <br />because they have nowhere to go to voice their concern. The County <br />commission is the only forum they have at this point. She <br />understood that if Florida Power & Light wanted to install this <br />transmission line, public hearings would be mandatory. She urged <br />the Board to help them in any way possible. Mrs. Bresnaham advised <br />that State Representative Charles Sembler is out in their area <br />right now looking over the situation, which is why more people <br />didn't attend this meeting. <br />Bob Bresnaham, expressed the residents' concern about downed <br />power lines during hurricane force winds. He pointed out that the <br />City has not been very successful in its latest capital projects <br />such as the wastewater plant, the water plant expansion, and twin - <br />pairs, which certainly gives pause to the fact that they now are <br />overseeing the installation of a high-voltage transmission line. <br />Commissioner Eggert felt that local governments should have <br />some say in regard to electromagnetic fields, and suggested that we <br />put this on our Legislative Delegation list. <br />Caroline Ginn, Vero Beach Councilwoman, just wanted to say <br />that the City wanted to schedule a meeting on June 21, but the <br />group I s attorney could not be there and did not want any of his <br />clients to be there, so the City is not entirely to blame on this. <br />She visited the area twice, driving the right-of-way and watching <br />them set the poles. She sees two problems, aesthetics and health. <br />She advised that she will be requesting legislation at the State <br />level and will be meeting with State Representatives Myers, Kurth, <br />etc. Tomorrow, she is taking it to the Treasure Coast Council of <br />Governments. She noted that she would have allowed the residential <br />group to be heard at the last meeting, but three Council members <br />voted not to. <br />Commissioner Eggert asked if it would be possible to run the <br />transmission line along another route, and Councilwoman Ginn stated <br />that would be very expensive, but it might be possible to start the <br />placement of poles in another area along the road. <br />Commissioner Eggert f elt the placement of the poles should be <br />held up until the questions about public health and saf ety are <br />addressed. <br />Commissioner Adams understood that the reason f or putting of f <br />that meeting was because Attorney Bruce Barkett's clients could not <br />be there and also because some of the City people could not be <br />22 <br />
