Site Specific Management Plan Conditions reflect information <br />presented to FCT in the County's grant application, relating to <br />proposed site improvements and use. Proposed improvements include <br />a limited parking area, nature/walking trail, picnic facilities, <br />boardwalk access to wetlands, and Informational displays. <br />RECOMMENDATION <br />Staf f recommends that the Board of County Commissioners approve the <br />attached Conceptual Approval Agreement, and authorize the Board <br />Chairman to execute the Agreement subsequent to FCT Governing Board <br />approval. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams, that the Board approve the <br />Conceptual Approval Agreement and authorize the <br />Chairman to execute the agreement subsequent to FCT <br />Governing Board approval. <br />Under discussion, Commissioner Adams was concerned that this <br />property was used as a dump site and that we don't know what was <br />dumped there, but Roland DeBlois, Chief of Environmental Planning, <br />explained that only a small portion of the property was used as a <br />dump site. The rest of the property is mostly in scrub pine. <br />There are 5 endangered species on the property. <br />Community Development Director Robert Keating advised that an <br />environmental audit would be done on the dump site and any cleanup <br />problems would become part of -the negotiations before the signing <br />of a contract. <br />Commissioner Adams noted that there has been a lot of flack <br />over this piece of property having been switched to the top of the <br />acquisition list, but staff has explained why this piece is more <br />valuable, etc. However, she has heard more than one comment about <br />scrub jays being attracted to a site by people baiting them with <br />food. If that is happening, that is a real scary prospect. She <br />asked if any scrub jay nests had been seen on this property. <br />Mr. DeBlois advised that there are at least two documented <br />nests of scrub jays. The Florida Game & Freshwater Fish Commission <br />wholeheartedly supports this property as it is one of the few <br />remaining large districts in the Sebastian area and they consider <br />it to be an anchor site for the scrub jays. He f elt that the <br />f eeding that may occur at the golf course is incidental to the jays <br />being there. In fact, over the -past year or so there have been <br />indications that scrub jays actually are moving to this site from <br />27 <br />BOOK 89 pmu. .983 <br />JUL - 6 1993 <br />
