D. nDi; �OSTEIij P.E. <br />ENVIRONMENTAL ENGINEER <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WATER EXPANSION PLAN, PHASE III -A <br />IRC PROJECT NO. UW -93 -03 -DS <br />BACKGROUND: <br />The Water Expansion Plan, Phase III, <br />June 22, 1993; Resolutions I and II <br />county commissioners on May 11,, 1993 <br />is having its Public Hearing on <br />were approved by the Board of <br />(see attached agenda item). <br />The Phase III project included a water line on 59th Avenue <br />(Cherrywood Estates),, south of 33rd Street, and dead -ended at the <br />southern end of the street, since no adjacent right-of-way utility <br />easement existed. Through discussions with the owner of a large <br />parcel, a 35 -foot easement at the tip of the water line is <br />anticipated. This would allow us to continue the water line through <br />the Pine Metto Subdivision (58th Court) and provide a loop back to <br />58th Avenue via 26th Street (Walker Avenue). <br />ANALYSIS: <br />Obtaining an easement on the northern end of Parcel No. <br />32 32 39 00001 0160 00002.0 would allow us to loop our water line <br />and enhance the distributional qualities of our system by <br />eliminating a dead-end on 59th Avenue,, and would also provide water <br />service to the Pine Metto Subdivision and adjacent properties. The <br />total estimated cost of the project is $60,,000.00. This amount <br />would also be the assessed cost to be applied against the property <br />owners, <br />The project will serve approximately 39 properties; 28 of which are <br />substandard or "undersized," according to Indian River County"s <br />Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health. New lots utilizing well and septic systems <br />are required to be a minimum of one-half acre. Lots not meeting <br />these minimum standards are called "undersized lots.,, <br />The attached map displays the area to benef it from the assessment <br />project. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends approval <br />of the subject project, and requests authorization to proceed with <br />design. <br />45 <br />JUL - 6 1993 BOOK 8 9 `,� 'li F 10 0 <br />
