RL - 6 1993 <br />AF -F1003 <br />BOOK 89 Ndi - ;7 <br />Utilities Director Terry Pinto explained that this project was <br />tracking right behind Phase III which was approved by the Board two <br />weeks ago with the deletion of Cherry Lane. He recommended that <br />the Board take a look at this area to see if they want to go ahead <br />with this project. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, that the Board delay any <br />decision on this until another meeting is held and <br />do Cherrywood Estates when Cherry Lane is done. <br />Lengthy discussion ensued regarding the feasibility of having <br />a public hearing or workshop on reviewing assessment policy. <br />Commissioner Eggert understood that the three new <br />Commissioners were concerned about the urban service areas and felt <br />we should challenge some of the things in the Comp Plan that were <br />driving some of these things such as the corridor study. <br />Commissioner Adams felt we have lost sight of the main purpose <br />of providing water to these areas, which is to provide safe <br />drinking water to residences in areas where the wells are failing. <br />Director Pinto emphasized that the issue has gone beyond the <br />direction of corridors. What drove the Comp Plan was supposedly <br />the overall need to provide service to the user, and all he needs <br />to know is what the Board wants him to do. <br />Commissioner Eggert stressed that we have worked hard and long <br />on this and went through the public hearing process, along with <br />several public workshops. <br />Director Pinto offered to show Commissioner Macht the video <br />tapes on methods of assessment that were prepared for the public <br />workshops. <br />commissioner Macht wished to review our assessment policy and <br />get the information out to the public. <br />commissioner Adams suggested that the Press Journal do a story <br />on water expansion plans and insert a map showing the areas that <br />are planned to receive utilities in future phases. <br />Director Pinto noted that the Press Journal published articles <br />along with maps three years ago. <br />Commissioner Macht felt that perhaps all we need is a <br />validation of the fact that we are providing service to the urban <br />service areas. <br />Chairman Bird just wanted to give staff some firm direction on <br />whether or not to proceed with what they are doing in the next <br />phases. He didn't feel that just because the Board agreed that it <br />wasn't feasible to include Cherry Lane in the project a couple of <br />46 <br />
