contractor is using to replace the good dirt. The photographs <br />depict the condition of the road before and after this project was <br />started. Mr. DePlessis reported that the paving and drainage <br />project included well -engineered ditches and swales that enabled <br />rain water to f low into 3 large culvert pipes and then into the <br />canal. The drainage was excellent before the water line project <br />was started, but now the ditches and swales are packed with dirt. <br />A fire hydrant has been placed near the middle of a ditch, and when <br />the contractor pours a concrete slab around the fire hydrant, Mr. <br />DePlessis predicted that it will dam up the water. The residents <br />are concerned that drainage problems will occur in the hurricane <br />season. The pavement on this 2 -year-old road has been damaged by <br />the contractor, and the driveways and aprons have not been returned <br />to their original condition. <br />Mrs. Puffer commented that she followed the contractor f s truck <br />to find out where the driver took their fill dirt. The first time <br />she followed him, he took it to Mike's Garage. On another occasion <br />she followed him around Vero Beach for 1-1/2 hours, and he finally <br />lost her by going the wrong way on Twin Pairs. It was obvious to <br />her that he wanted to lose her so she would not know where he took <br />their fill dirt. <br />commissioner Macht reported that he.visi.ted the site, and he <br />agreed that the contractor has been careless. He suggested that <br />staff investigate the situation and report the findings to the <br />Board. <br />Utility services Director Terry Pinto explained that 35th <br />Avenue is part of a major utilities project for which the <br />contractor was required to post a large bond. Prior to <br />construction, staff videotapes all affected areas to demonstrate <br />the condition of the roads. Many times residents of the <br />neighborhood have their own videotapes and photographs. Before the <br />project is finalized, the contractor is required to restore the <br />road to its original condition or better. Staff requires the <br />contractor to properly maintain the streets during construction, <br />but we cannot force him do the final repairs until the end of the <br />project. This project will be finished in approximately six weeks. <br />Mrs. Puffer explained that the residents were afraid the <br />problems would not be corrected if they waited until the project <br />was completed to register their complaints. <br />Mr. DePlessis had a videotape of 35th Avenue with him, but the <br />BCC decided that it would not be necessary for them to view it at <br />this time. <br />commissioner Tippin urged County staff to inspect all of these <br />projects regularly because these problems seem to occur too often. <br />210 <br />ArF <br />BOOK 89 F,wJJ040* <br />JUL 13 1993 <br />
