Gentile, C.E.T. <br />Civil Engineer <br />SUBJECT: Public Hearing Providing for the Installation of T -Turn Arounds; and the Closing of Portions <br />of 12th Avenue between 4th Place and 5th Place <br />DATE: June 24, 1993 <br />DESCRIPTION AND CONDITIONS <br />On May 11, 1993 the Board of County Commissioners directed staff to hold a public hearing to close off <br />portions of 12th Avenue as shown on the attached map and if approved, make improvements along the 12th <br />Avenue corridor to affect the closing. <br />A Notice for the Public Hearing and a location map were published in the Vero Beach Press Journal on June <br />29, 1993, and homeowners whose property abuts this right-of-way were notified by regularmail. <br />RECOMMENDATION & ELIMDING <br />Staff recommends the Board of County Commissioners approve the resolution providing for the installation <br />of T -turn arounds and the closing of portions of 12th Avenue between 4th Place and 5th Place, with <br />changes, if any, made after input at the July 13, 1993 Public Hearing. <br />IMe total cost for these improvements is estimated to be $15,578.16. Funding would come from the Road <br />& Bridge Fund No. 111-214-54 1. <br />Public Works Director Jim Davis explained that the County <br />received a petition to pave a portion of 12th Avenue between 4th <br />Street and 6th Street. The west side of the street is a platted <br />subdivision, and the east side of the street is an Indian River <br />Farms Water Control District canal. The assessments would be about <br />twice as high as normal because there are no individual ly-owned <br />lots on that side of the street. All the lots on the west side of <br />the street have double frontage with other east -west streets, and <br />staff determined that portions of 12th Avenue could be closed off <br />in lieu of an assessment project. Staff discussed this with the <br />property owners, and all of them are agreeable to this plan, which <br />will save money for both the County and the property owners. <br />25 <br />
