The <br />Indian River County utility service area surrounds the GDU <br />franchised area. The County utility system currently supplies <br />water to GDU to provide water service to the franchised area. <br />The County's policy has been to acquire such privately -held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Acquisition of this system will assist <br />the County in implementing this policy. <br />ANALYSIS <br />As of December 31, 1992, the GDU system served approximately <br />1,393 water equivalent residential units (ERUs) and 1,324 <br />wastewater ERUs, with an additional 123 ERUs of water and 88 ERUs <br />of sewer capacity reserved. The projected buildout of the <br />project.is 3,724 ERUs. <br />Analysis of ERU9 Current and Projected at Buildout <br />The Wastewater Treatment Plant is designed for 850,000 gallons <br />per day (GPD) capacity. It is operated as a conventional <br />activated sludge plant with aerobic digester. The Department of <br />Environmental Protection permitted capacity of the plant is <br />450,000 GPD, due to effluent disposal capacity. To increase the <br />permitted capacity of the plant to the design capacity of 850,000 <br />GPD will require an increase in the effluent disposal capacity. <br />The projected costs for the facilities to increase the effluent <br />disposal capacity are included in the revenue requirements.for <br />the system. <br />The Wastewater Collection System consists of approximately <br />104,902 feet (19.86 miles) of 4"-16" pipe and nine lift stations <br />as listed on page S-6 and 6(A) of the 1992 Annual Report <br />(attached).
