AS <br />ASSISTANT D <br />UTILITY SERVICES <br />SUBJECT: ACQUISITION OF GENERAL DEVELOPMENT UTILITIES, INC. <br />(GDU) VERO HIGHLANDS/SHORES UTILITY SYSTEM <br />BACKGROUND <br />On April 17, 1990, the Board of County Commissioners (BCC) <br />authorized the Department of Utility Services (Department) to <br />pursue negotiations for the acquisition of General Development <br />Utilities, Inc. (an Indian River County franchised utility) <br />serving the Vero Highlands/Shores area. On May.8, 1990, the BCC <br />authorized the Department to engage the firm of CH2M Hill to <br />provide an independent evaluation of the GDU Vero Highlands/ <br />Shores Utility System. The evaluation was completed and the <br />Department met with GDU to discuss the possibility of the <br />purchase of the Vero Highlands/Shores utility system. GDU <br />advised that the Vero utility system was not for sale at that <br />time. <br />On May 3, 1993, the County received GDU's filing for a water and <br />sewer rate increase as allowed by the franchise. The rate <br />increase, as requested, would increase the average residential <br />bill approximately 81.5% for a water -only customer and 155% for a <br />sewer -only customer. <br />24 <br />
