ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />the Second Amendment to the lease with St. Francis <br />Manor of Vero Beach, Florida, Inc., as recommended <br />by staff. <br />SECOND AMENDMENT <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />SHERIFF'S BUDGET REVISION <br />Sheriff Gary Wheeler announced the reduction to his proposed <br />budget as requested by the Board. He related that since the budget <br />workshop, he and his staff analyzed and considered the options, and <br />their proposal is not to increase civilian staff members for the <br />new courthouse and defer the purchase of four new vehicles. They <br />will transfer the personnel from the old courthouse, and will <br />attempt to coordinate trained volunteers with the trained staff, <br />and possibly fill some part time positions. Sheriff Wheeler <br />expected some difficulty managing the operation of the new <br />courthouse with fewer bailiffs, and he will use the last four <br />months of the fiscal year to find out what difficulties arise and <br />how to handle them. They will use a school bus to transfer <br />prisoners to the courthouse rather than purchasing a new van, and <br />they will defer the purchase of three unmarked vehicles for the <br />detective division. These revisions cause a decrease in the <br />Sheriff's proposed budget of approximately $250,368.00. <br />Chairman Bird appreciated the Sheriff's cooperation in this <br />extremely tight budget year in revising his already bare -bones <br />budget proposal. <br />OMB Director Joe Baird explained that the figures required <br />some recalculation and he would present the final figures to the <br />Board later in the meeting. <br />PUBLIC DISCUSSION - COMPREHENSIVE PLAN URBAN SERVICE AREA (DSA) AND <br />UTILITY SERVICE EXPANSION <br />Community Development Director Bob Keating made the following <br />presentation: <br />11 <br />JUL 27mqj aooK 90 Feu <br />
