3. Surrounding Land Use and Zoning: <br />North: Single family residence/RS-6 <br />South: Single family residence/RS-6 <br />East: Single family residence/RS-6 <br />West: 27th Avenue/RS-6 <br />4. Building Area: The proposed facility will utilize 2,800 <br />square feet of an existing 91341 square foot building which <br />is part of the approved expansion. The building should <br />adequately provide for a child care operation, including <br />provisions for restrooms, four classrooms (indoor activity <br />areas) and an administrative office. <br />5. Total New Impervious Surface: No additional building or <br />parking area is required. The 175 square foot outdoor play <br />area mandated by state licensing standards is neither <br />impervious area nor stabilized. Therefore, no increase in <br />impervious surface will result from this project. <br />6. Open Space: Required: 408 <br />Provided: 488 <br />7. Traffic Circulation: Site access and on-site circulation for <br />the church and proposed child care facility have been approved <br />by the County Traffic Engineer. <br />S. Off -Street Parking: Required: 11 paved parking spaces <br />Provided: 11 paved parking spaces <br />Note: The child care facility parking is provided in addition to <br />the approved parking provided for the church. <br />9. Stormwater Management: The stormwater management plan has <br />been approved by the Public Works Department. <br />10. Landscaping Plan: The landscaping plan is in accordance with <br />Chapter 926 and 971 of the land development regulations. <br />11. Utilities: The site is currently serviced with county potable <br />water. County wastewater services are not available to the <br />site at this time. To ensure future connection to wastewater <br />services, the applicant has executed a developer's agreement <br />with county utilities services. <br />12. Environmental Issues: Environmental planning staff have no <br />objection to the approval of the child care facility and its <br />associated recreation area. <br />13. Health & Rehabilitative Services (HRS): The Environmental <br />Health Services Unit has no objection to special exception use <br />approval, and has conducted a preliminary review of the <br />proposed child care facility. The local HRS unit, however, <br />has notified staff that one of the prerequisites to the <br />issuance of a state license to operate a child care facility <br />is the issuance of a certificate of occupancy by the local <br />jurisdictional government entity. Consequently, the Planning <br />and Zoning Commission's recommended condition that the <br />applicant obtain a state child care license prior to a <br />certificate of occupancy is impossible for the applicant to <br />meet.
