BOOK 9 PALE 64 <br />14. Special Land Use Criteria: The application must satisfy all <br />the following specific land use criteria which apply to a <br />child day care facility proposed in a AS -6 zoning district: <br />a. The site shall be located on a paved road with sufficient <br />width to accommodate pedestrian and vehicular traffic <br />generated by the use. The facility shall be located near <br />thoroughfares, as designated in the county's major <br />thoroughfare plan, so as to discourage traffic along <br />residential streets in the immediate area; <br />b. Special passenger loading and unloading facilities shall <br />be provided on the same site for vehicles to pick up or <br />deliver clientele. Such facilities shall include <br />driveways that do not require any back-up movements by <br />vehicles to enter or exit the premises. <br />C. All regulations of the State of Florida that pertain to <br />the use as presently exists or may hereafter be amended <br />shall be satisfied; <br />d. Child care facilities shall provide recreation area(s) <br />and facilities that meet or exceed applicable state <br />standards. The applicant shall supply to the planning <br />division, prior to site plan approval, written <br />acknowledgment from the state that the proposed <br />recreation area(s) and facilities meet or exceed <br />applicable state standards. The applicant shall provide <br />either a six-foot opaque buffer or one hundred fifty - <br />foot setback between all outdoor recreation areas and <br />adjacent residentially designated properties. <br />e. A Type "D" buffer will be required, acceptable to the <br />planning department. <br />All of the above specific land use criteria have been <br />satisfied by this site plan application with the exception of <br />item c. As indicated in item 13 of the staff report, it will <br />be a condition of approval that the applicant satisfy this <br />criterion. <br />RECOMNDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />requested child care facility with the following condition: <br />1. Prior to operating the child care facility, the applicant <br />shall obtain a state license for the child care facility and <br />submit a copy of the license to planning staff. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board unanimously granted <br />special exception use for the requested child care <br />facility with conditions as set forth in staff's <br />memorandum. <br />28 <br />
