Emergency Purchase of Generator for Hobart Tower <br />90 158 <br />The Board reviewed the following memo dated August 2, 1993: <br />TO: _Board of County Commissioners <br />THROUGH: Jim Chandle , CTunty Administrator <br />FROM: Doug Wright, erector <br />Emergency Services <br />DATE: August 2, 1993 <br />SUBJECT: Approval of Emergency Purchase of Generator <br />For Hobart Tower To Preclude Inoperative E911 <br />System <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />In 1987, a 35kw emergency power generator was purchased and installed <br />at Hobart Tower to supply power to the transmitters, repeaters, and <br />911. equipment at the site in the event of an FP&L power failure, <br />severe weather events, or line fluctuations. Since that time, other <br />equipment has been added and system failures, due to insufficient <br />emergency power, have been occurring at various times. <br />However, the failures have become more frequent and 911 system <br />equipment failures occurred most recently on July 22 and July 24, <br />1993. When power is interrupted, the generator starts up but cannot <br />supply the load capacity required and shuts down. <br />A new 80kw generator was requested in the -next fiscal year budget. <br />However, due to recent events, staff approached County Administrator <br />Jim Chandler and recommended that since the delivery of public safety <br />services to citizens is being interrupted, a new generator should be <br />purchased this fiscal year. Staff also requested that the situation <br />be deemed an emergency, whereby bids could be waived and quotes taken <br />from vendors for a new generator. This process would save <br />approximately a month in obtaining the emergency generator. <br />The request was approved and with the assistance of the Purchasing <br />Manager in preparing the documents, seven (7) vendors were faxed <br />generator specifications on July 28 with quotes required from them by <br />2:OOPM on July 30, 1993. Two vendors responded with the following <br />information: <br />TAW Power Systems $18,232 Base Bid <br />Pompano Beach, F1 117 Extended Maintenance <br />225 Engine block heater <br />$181574 Total Bid <br />All Power Services $19,449 Base Bid <br />Fort Pierce, F1 -0- Maintenance Included <br />231 Engine block heater <br />$191680 Total Bid <br />10 <br />
