CHAST V <br />AND STAFFED MANAGER OF ASS PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WATER SERVICE TO 102ND TERRACE AND 99TH WAY . <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -35 -DS <br />RESOLUTION III PUBLIC BEARING <br />On July 131 19931 the Indian River County Board of County Commissioners <br />approved Resolution I, 93-120, and Resolution II, 93-121. Resolution I <br />contained the preliminary assessment roll describing the project and <br />cost. Resolution II set the date of the public hearing for the subject <br />project. Property owners have been notified of the public hearing by <br />certified mail. Resolution 93-120 was published in the gess Journal on <br />July 19, 1993. (See attached agenda item and minutes of the above <br />meeting.) <br />Design of the water distribution system is complete. An informational <br />meeting was held with the property owners on July 22, 1993. Approval of <br />the attached Resolution III will confirm and approve the preliminary <br />assessment. The attached map displays the area to benefit from the <br />assessment project. The total estimated cost to be assessed is <br />$1650,810.00. The assessment cost per square foot is $0.068874. <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms the <br />preliminary assA&smsnt on the subject project. <br />Chairman Bird opened the continuation of the Public Hearing <br />and asked if anyone wished to be heard in this matter. <br />Utilities Director Terry Pinto advised that as a result of the <br />last meeting, staff met with the 6 property owners in this area and <br />much concern was expressed about the different boundary lines, the <br />urban service area, the Comp .Plan, and the area that may be <br />purchased by Conservation and Recreational Lands (CARL). As a <br />result of this meeting, we felt it was best not to do this project <br />at this time.
