Risk Manager Beth Jordan, elaborating on the findings of the <br />questionnaires filled out by employees on the third floor, reported <br />that 50 questionnaires were distributed and 21 were returned, so <br />the results are not statistically accurate in that less than half <br />were returned. A couple of complaints tend to track through the <br />survey which were different than those received from the Utilities <br />Department and SWDD areas when those employees were asked very <br />similar questions by a different environmental firm. The employees <br />cite stuffiness and cigarette smoke. Lynn Williams of Building & <br />Grounds began checking the air movement on the third floor last <br />Friday. It seems that employees are opening windows to vent the <br />odors, which brings in warm, humid air and creates more air <br />movement problems. <br />Commissioner Adams asked if smoking was permitted in the <br />building, and Mrs. Jordan explained that smoking is not permitted <br />in the offices operating under the direction of the Board of County <br />Commissioners through the County Administrator. However, the <br />Constitutionals in the Administration Building have their own rules <br />with respect to their offices. <br />Attorney Vitunac advised that the person(s) in control of an <br />office can designate certain areas as non-smoking areas, but we can <br />look into setting non-smoking areas for the entire building. <br />Commissioner Eggert was concerned after reading the Minutes of <br />the last BCC meeting that the new questionnaires would not be <br />circulated to employees throughout the entire building. She felt <br />it might be simpler to allow all employees to have a voice in this <br />matter. <br />Commissioner Macht felt the study might be invalid if we did <br />not sample the entire building because all areas have the same air- <br />conditioning system, carpeting, glue, etc. <br />Commissioner Adams asked what the extra cost would be to <br />distribute questionnaires to the entire building, and Administrator <br />Chandler felt the cost would not be that much more. <br />Commissioners Adams, Tippin and Eggert had differences in <br />opinion on catering to employees and whether to allow staff to <br />continue doing the questionnaires or whether to have a formal <br />survey done by an outside firm which would make the employees feel <br />they are being taken seriously. <br />Commissioner Tippin was appalled that some people are <br />continuing to smoke in this building, especially the <br />Constitutionals. <br />General Services Director Sonny Dean reminded the Board that <br />he has had rumblings from people in other buildings, too, and <br />wondered if the Board wanted to consider expanding the study to <br />49 <br />AUG 1 1 1993 BOOK 90 f';GE �4 <br />
