Bird, Chairman <br />Board of County Commissioners <br />Indian River County <br />1840 25th Street <br />Vero Beach, FL 32960 <br />Dear Chairman Bird: <br />It has just come to my attention that County staff have scheduled <br />a hearing on its regular Commission agenda of August 17, 1993, <br />regarding an Ordinance to prohibit the landspreading of sludge on <br />lands throughout the County. Inasmuch as landspreading is an <br />approved sludge disposal technique by the Environmental Protec- <br />tion Agency, this limitation will severely impact the customers <br />of -the City of Vero Beach wastewater system. This Ordinance, if <br />passed, will impose an unnecessary, but significant, additional <br />cost on the Vero Beach wastewater system. This cost, naturally, <br />will be passed on to the customers of the wastewater system <br />through higher rates. Because of the punative effect this Ordi- <br />nance will have, I suggest the following: <br />1. You defer the first reading of this Ordinance for a 30 -day <br />period. <br />2.
