CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. IR <br />DIRECTOR OF CES <br />PREPARED HARRY E. ASH <br />AND STAFFED ASSISTANT DIUTILITY SERVICES <br />BY: <br />SUBJECT: AGREEMENT TO FURNISH ECONOMIC AND FINANCIAL <br />CONSULTING SERVICES TO INDIAN RIVER COUNTY <br />WORK AUTHORIZATION NO. 1 - UPDATE OF IMPACT <br />FEES, DEVELOPMENT OF WASTEWATER REUSE RATES, <br />AND CALCULATION OF SEPTAGE RATES <br />BACKGROUND: <br />On July 13, 1993, the Board of County Commissioners approved the <br />Agreement to Furnish Economic and Financial Consulting Services <br />to Indian River County with CH2M Hill (copy attached). The <br />Department of Utility Services (Department) has identified the <br />need to review certain fees and charges as they apply to its <br />current rate resolution. <br />ANALYSIS: <br />The Department has identified the need to review its fees and <br />charges in the following areas: <br />1. Impact Fees - Due to the County's new water and <br />wastewater master plan. <br />2. Review existing Wastewater Reuse Agreements and coststo <br />calculate proposed wastewater reuse rates. <br />3. Calculation of fees for septage discharge into the <br />County's wastewater system. <br />56 <br />
