BOOK CJ FnE 1 <br />� 5® <br />Commissioner Eggert asked why the 2 -year old numbers are not <br />good any longer, and Director Pinto explained that we have had <br />major changes in the master plan for impact fees. The design of <br />the system has been altered, and that alters the cost. The <br />effluent costs have changed, as well as the method we have chosen <br />to use. <br />Commissioner Adams felt that staff knows these figures best of <br />all and what needs to be done. In fact, they would have to supply <br />all the data to the consultant. <br />Director Pinto stated that if the Commission and the people <br />are willing to accept the in-house figures, they certainly could do <br />it in-house. There are areas where our expertise needs some <br />assistance, such as the calculation of the reuse rate and how to <br />adopt that rate into our rate structure. When you talk about <br />having it done in-house, you are talking about having it done by <br />Terry Pinto and Harry Asher. He felt confident that they could do <br />this type of work, but it is a question of allocation of time. <br />Administrator Chandler noted that considerable time is needed <br />in the negotiations and closing out of the GDU facility in Vero <br />Highlands/Vero Shores. He recommended, from a practical viewpoint, <br />going to an outside firm in order to get an independent opinion and <br />because he didn't think we had the time to do this in-house. <br />Commissioner Adams just didn't feel we need a rocket scientist <br />to do this. <br />Commissioner Tippin appreciated the time that will be needed <br />to close the GDU purchase, but felt that staff has to appreciate <br />the times the Commissioners are questioned about engaging so many <br />consultants. <br />Commissioner Eggert suggested that tasks 1, 3, and 5 be done <br />in-house and tasks 2 and 4 be done by an outside firm. <br />Director Pinto emphasized that it is cheaper to have outside <br />firms do these tasks rather than staff. <br />Commissioner Macht had great difficulty in not accepting <br />staff's recommendations, but in this case he would like to know a <br />little bit more about the consultant relationship that we are <br />discussing now. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously moved to <br />defer this item for two weeks in order to give the <br />Board members an opportunity to individually talk to <br />Director Pinto on what is included in this"* type of <br />report, why it is needed, and how it will benefit <br />the County. <br />58 <br />
