Keating, AICP <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: August 25, 1993 <br />BOOK 90 PAGE 264 <br />SUBJECT: Proposed Land Development Regulation (LDR) Amendments <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its special <br />meeting of August 23, 1993. <br />DESCRIPTION & CONDITIONS: <br />•Background <br />Over the past several months, various LDR amendment proposals have <br />been initiated by private parties, county staff, the Affordable <br />Housing Advisory Committee (AHAC), and the Board of County <br />Commissioners (BCC). The proposed amendments which are addressed <br />in this report have been reviewed by county staff, the PSAC <br />(Professional Services Advisory Committee), and the Planning and <br />Zoning Commission (PZC). Staff has incorporated into a single <br />ordinance all of the amendments which are now to be considered by <br />the Board (see attachment #5). <br />The proposed amendments were considered by the PSAC (March, April, <br />May and June 1993 meetings) and the PZC (June 24, 1993 and July 8, <br />1993 meetings) in two sets (see attachments #3 and #4). In some <br />instances PSAC, PZC, and staff recommendations differ. Differences <br />in recommendations are referenced in the analysis section of this <br />report and are highlighted in the proposed ordinance by way of <br />"Note to BCC:" endnotes. Issues addressed by the proposed <br />amendments include the following: <br />- residential resort uses and projects <br />limited automotive repair services in the CL, Limited <br />Commercial, zoning district <br />farmworker and migrant housing <br />affordable housing density bonus provisions <br />- authority of staff to approve site plan projects and <br />expansions of special exception uses <br />- planned development project "internal" buffering requirements <br />bikeway and sidewalk construction and bonding -out provisions <br />appeals of decisions on development project requests <br />•Board Consideration <br />The Board is now to conduct the first of two public hearings to <br />consider adoption of the proposed ordinance. (The second public <br />hearing is scheduled for 5:01 p.m. on Tuesday, September 7, 1993.] <br />At this :first hearing, the Board is to consider the proposed <br />ordinance and direct staff to make any changes to the ordinance <br />which the Board feels should be made prior to final action. <br />4 <br />
