r- SEP 7 1993 <br />BOOK 90 PV 99 , <br />clear terms of the contract, but the contract on its face favors ` <br />the County. <br />Discussion ensued regarding the possible waiver of the burn <br />regulation, and County Attorney Vitunac advised that the <br />requirement should be applicable to everybody, including the <br />County. We cannot justify making an exception to ourselves. <br />Additionally, this project is located within the City of Sebastian <br />which does not allow burning on road rights-of-way. <br />Administrator Chandler clarified that the burning was to be <br />done off-site, not on a road right-of-way. He further assured the <br />Board that staff's efforts were an attempt to keep the contract <br />price as low as possible. <br />Director Davis also clarified that the Board should not get <br />the impression that we supply resources on every contract. Staff <br />tries to be good stewards of County equipment. Engineers cannot <br />predict everything that may happen on a $3 million project and we <br />try to blend County resources occasionally. <br />Commissioner Adams thought staff should have an opportunity to <br />figure the costs and present those figures to the Board for a <br />decision as to whether it should be put out for bid. <br />Administrator Chandler explained that on the previous Thursday <br />he and Jim Davis worked on those figures and planned to present <br />this item to the Board. Staff did not realize the item would be <br />discussed this morning because it was not scheduled for this _ <br />meeting, but these figures could be presented to the Board at next <br />Tuesday's meeting. He assured the Board that staff prefers to <br />abide by contracts and not involve County equipment, but in this <br />case the change order could have been $50,000 on a $250,000 <br />contract and staff was looking at other alternatives. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously tabled <br />the discussion and directed staff to estimate the <br />figures for the Board's consideration. <br />52 <br />
