DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: August 24, 1993 <br />RE: Multi -Party Acquisition Agreement with Florida <br />Communities Trust (FCT) <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting on September 7, 1993. <br />DESCRIPTION AND CONDITIONS <br />The Florida Communities Trust (FCT) program has established <br />procedures with regard to the acquisition of environmental lands <br />approved for FCT grant cost -share funds. These procedures apply to <br />the Wabasso Scrub site, for which a cost -share funding application <br />was submitted by the County and approved by the FCT earlier this <br />year. <br />The execution of a Multi -Party Acquisition Agreement between the <br />County and the- FCT is required if the County opts to take the <br />responsibility of negotiating the purchase of the Wabasso Scrub <br />site. The alternative is for the County not to enter into the <br />Agreement, whereby the FCT will take the responsibility of purchase <br />negotiations. <br />This matter is now presented for the Board to consider whether or <br />not to enter into a Multi -Party Agreement with the FCT regarding <br />acquisition of the Wabasso Scrub site. <br />ALTERNATIVES AND ANALYSIS <br />Overview of Multi -Party Acquisition Agreement <br />The intent of the Multi -Party Acquisition Agreement (as indicated <br />in Paragraph 1 of the Agreement) is "to grant the FCT Applicant the <br />ability to secure, in the most expedient, economical and convenient <br />manner, land acquisition services that comply with" Florida <br />statute procedures. <br />Paragraphs 4 through 7 of the Agreement relate to title report, <br />appraisal map and survey requirements, in accordance with State <br />statutes and -rules. This process includes the County's selection <br />of two appraisers from the Division of State Land's (DSL) list of <br />approved appraisers to prepare appraisal reports, but only after <br />consulting with FCT's Community Program Administrator. <br />53 <br />L_SEP t1 1e�l�� BOOK gJ FA;�F'J".1 <br />
