FL 32s61 -175f <br />REPLYTO: <br />88020THPlaw <br />Vue BOWN FL 32880 <br />August 16, 1993 <br />Board of County Commissioners <br />Indian River County <br />1840 25th Street • <br />Vero Beach, Florida 32860 <br />Re: Oslo Riverfront Property and Subsequently Purchased Lands <br />Dear County Commissioners: <br />It should be apparent to you from your copies of correspondence I have had with <br />David Roach of FIND and county attorney Charles Vitunac that the IRC Taxpayers <br />Association is very concerned about long term tau consequences of the proposed <br />development for recreational purposes of the Oslo Riverfront Property (ORP) and of other <br />properties that may be purchased as a result of the recent $26 million bond referendum. <br />We are also concerned that the money spent on land acq=ftions as a result of that <br />referendum could substantially exceed the $26 million CAP by addition of matching funds. <br />REQUESTED ACTIONS <br />1. Make sure that the County's Land Acquisition Guide requires that a realistic <br />projection of annual maintenance costs be completed and made a part of the management <br />plan required by such Guide before any future purchase of lands with money from the $26 <br />million bond project ($26P) can be approved If not, change such Guide accordingly. <br />2. Pass a resolution that any matching funds obtained from thirdpparties for <br />assistance in purchase of lands with money from the $26P be subtracted from the $26 million <br />so that land purchased thereunder will be wed at $26 million and not be expanded to some <br />larger figure by addition of matching funds. <br />SUPPORTIVE REMARKS <br />Although the proposal for the development of the ORP as detailed in the FIND grant <br />application dated April 28, 1993 has been supported by your resolution No. 93-83, it appears <br />to us that you have not realistically addressed the long term tax consequences for <br />maintenance costs of this proposed development. Clearly the annual maintenance figure of <br />$1600 per year stated on page 12 of Appendix A to the FIND grant application is completely <br />untenable. It further appears to us that you are relying too heavily in your decisions in this <br />matter on the staff of the Planning &DevelopmentOAion. <br />The staff of the Planning & Development Division is using misguided judgement in <br />addressing development of the ORP and possible development of subsequent lands <br />purchased via the $26P.
