SEP 211993 <br />Boa 99 F62 5 <br />It should be noted that the grant conditions require the County to <br />ensure that the EMS grant funds will not be used to supplant or <br />replace any existing EMS budget allocations and the resolution must <br />include a statement to that effect. The grant conditions also <br />require a separate accounting of the EMS funds from all other <br />funds. <br />ALTERNATIVES AND ANALYSIS <br />The county grant funds are derived from surcharges on various <br />traffic violations. Funding in the amount of $47,526.13 has been <br />allocated to Indian County for FY 93-94. The grant funds will be <br />utilized as indicated in the grant. for equipment and services to <br />improve and expand the Advanced Life Support EMS prehospital <br />system. The equipment proposed and justification for purchase in <br />the expenditure plan is as follows: <br />DataCard Photo Imagecard Printing System - This photo ID printing <br />system would be used by EMS and other entities in the county to <br />create a tamper -evident photo ID card for personnel. The <br />department would be able to instantly issue identification cards <br />to county employees, emergency services volunteers, and <br />volunteers during time of disaster at any location. Electronic <br />images and ID information can be stored for..future use or security <br />access verification, card reissuance and file updates. The <br />current ID system was given to emergency services by the hospital <br />in 1989 and is unserviceable. <br />Cellular Phones For Emergency Vehicles - Cellular phones would be <br />used for EMS emergency vehicles. The dispatch personnel at the <br />911 Center have opted not to utilize the emergency medical <br />dispatch program due to inherent liability of a dispatcher giving <br />medical advice to citizens involved in trauma or.life threatening <br />events. The cellular phones will provide the capability for the <br />responding emergency vehicle to talk directly with the people <br />involved in life saving efforts before arrival on scene with the <br />dispatch center being able to patch the call through to the <br />emergency crews. This would also provide a means for EMS <br />personnel tO discuss sensitive medical and confidential <br />information to local hospitals and the Emergency Operations <br />Center. Critical medical information could be effectively and <br />clearly relayed in areas where normal radio communication is <br />unclear due to distance, such as areas north and south of the <br />Turnpike, including Yeehaw Junction, Sebastian Inlet, and the <br />south county line. The grant would pay the recurring charges for <br />the first year and then the county would need to budget <br />approximately $3,000 each year for this service. <br />Child Safety Seats - Staff would purchase folding child safety <br />seats. When children are transported via an ambulance, either as <br />the patient or as a family member, proper child restraint is <br />crucial. Since emergency vehicles must carry large amounts of <br />equipment, standard car seats have not been an option and the car <br />seat planned for purchase is collapsible for minimal storage <br />requirements. <br />IV Infusion Pumps - Changes in the American Heart Association <br />Advanced Cardiac Life Support guidelines include introduction of <br />intravenous nitroglycerine to the prehospital setting. This <br />medication is recommended as the standard of care for cardiac <br />patients. In order to properly administer this medication, an <br />infusion pump is required to properly control the exact amount <br />administered to the patient. The infusion pumps would also be <br />utilized with other medications currently utilized in patient <br />care. <br />
