Director Robert Keating advised that the experience in most areas <br />is that a non-profit firm has come in and gotten the bid. Both <br />Palm Beach and Brevard Counties retain the Nature Conservancy as <br />their consultant. <br />Commissioner Tippin fully supported having an independent <br />party do the negotiating as he felt is very important to keep these <br />public funds as squeaky clean as possible, and Chairman Bird <br />wholeheartedly agreed because he felt we really put staff in a <br />tough position when we send them out there to negotiate on multi- <br />million dollar properties with limited background and experience. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />authorized staff to advertise the Request for <br />Proposals to solicit land acquisition consultant <br />service proposals, as recommended by staff. <br />JUDICIAL COMPLEX PROJECT - CLOSED CIRCUIT VIDEO/AUDIO TRANSMISSION <br />SYSTEM <br />The Board reviewed the following memo dated 9/27/93: <br />DATE: SEPTEMBER 27, 1993 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: INDIAN RIVER COUNTY JUDICIAL COMPLEX PROJECT <br />CLOSED CIRCUIT VIDEO/AUDIO TRANSMISSION SYSTEM <br />BACKGROUND: <br />On April 6,, 1993, the Board approved a contract with Precision <br />Contracting Services, Inc. (PCS) to engineer and install the subject <br />system between the jail and new courthouse. The fiber optic cable <br />used in transmission is to junction at our Administration Building to <br />allow data and telephone to be transmitted to and from the other two <br />locations. This concept would allow all county entities to make <br />maximum use of this cable. <br />PCS and this writer have met with the Judges, Clerk, State Attorney, <br />Public Defender, and Sheriff's Office to ascertain their needs for a <br />communications link such as proposed for this project.
