Commissioner Adams wanted a little direction from the Board to <br />urge the Utilities Department to work towards providing water <br />service to Wal-Mart. She understood that the City of Sebastian <br />will be meeting tomorrow to instruct Mr. Votapka to move post haste <br />with the County to come up with some figures on the cost to supply <br />Wal-Mart with water. <br />Commissioner Eggert asked if we would be supplying water to <br />Wal-Mart or to the City of Sebastian to supply to Wal-Mart, and <br />Mr. Asher explained that the City needs to define the areas they <br />want served. After that is determined, we can give the needed <br />capacity figures to our consultants on the Master Plan to find out <br />exactly what we need to do. <br />Administrator Chandler reported that a meeting was scheduled <br />with Richard Votapka to discuss Wal-Mart and others, but it was <br />postponed due to their meeting that same day with General <br />Development Utilities to discuss the acquisition of the Sebastian <br />Highlands plant. <br />Chairman Bird understood then that the ball is in the City's <br />court, and Mr. Asher emphasized that if the City wants to buy water <br />from the County and resell it, we need to established a wholesale <br />bulk rate. <br />Commissioner Macht asked if this would be a permanent <br />situation or just something temporary to get the City going until <br />they can serve Wal-Mart, and Mr. Asher explained that we don't <br />really know at this point. Basically, we will do whatever the City <br />requests us to do, but we cannot tell the City what to do. We have <br />no rights to serve that area, and we don't have any plans right now <br />to serve any of the City. <br />Commissioner Macht asked if he could presume that this would <br />be temporary since capacity is limited, and Mr. Asher stated that <br />it would be unless the City designated a specific area for <br />permanent service. <br />Chairman Bird understood that if the City ever changed their <br />minds and didn't want to be in the utilities business, we would <br />reconsider servicing the area within the City limits, and Mr. Asher <br />nodded his head and smiled. <br />The consensus was to encourage staff to work toward getting <br />water to Wal-Mart. <br />NACO's OPPOSITION TO UNFUNDED FEDERAL MANDATES AND OTHER BUDGETARY <br />MATTERS <br />The Board reviewed the following memo dated 10/4/93 and NACo <br />letter of October 27, 1993: <br />39 <br />OCT - 5 199 <br />BOOK 9 708 <br />
