We, at the local level, can no longer bear the <br />burden of the federal government's costly programs. October 27 -- National <br />Unfunded Mandates Day -- is the first day of a long-term campaign to stop <br />unfunded federal mandates. <br />We will accomplish this by raising public awareness and under- <br />standing of Washington's practice of imposing, but not funding, a program or <br />requirement that local governments are directed to carry out. We all agree <br />that clean air, safe drinking water, fair wages, assisting the disabled and <br />protecting endangered species are commendable national priorities that <br />should be carried out. However, we believe that the federal government <br />must be willing to pay to support these programs. <br />National Unfunded Mandates Day (NUMDay) is a joint effort by local <br />government officials and is being sponsored by the National Association of <br />Counties (NACo), the U.S. Conference of Mayors (USCM), the National <br />League of Cities and the International City/County Management Association. <br />At a news conference in Washington, D.C., around NUMDay, NACo will <br />release a national survey of 400 counties that details the impact of mandates <br />on counties. USCM will also release a similar survey of cities on that day. <br />I hope you will join us in this fight. We need all county officials to <br />become actively involved. Here is what we want you to do: <br />• Hold local activities to inform the public about the impact of <br />mandates. Coordinate these activities with city, school board and other <br />local goven went officials. You may also want to coordinate activities <br />with your governor and other state officials. <br />• Work to get media coverage of this issue; and <br />• Contact members of Congress who represent you, send them your <br />resolutions opposing unfunded mandates and urge them to co-sponsor <br />legislation that stops unfunded mandates. <br />41 <br />BOOK 90 <br />L_OCT -51993 <br />
