OCT 19 1993 BOOK 90 FAGE 81 <br />.7 7 <br />INDIAN RIVER RECYCLERS CLUB - REQUEST TO USE RIWANIS HOBART PARR <br />FOR MONTHLY SWAP MEET <br />The Board reviewed the following memo dated October 8, 1993: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: Request to Use Riwanis Hobart Park for Monthly Swap Meet <br />REF. <br />LETTER: Cindy <br />Tirro <br />to Jim Davis <br />received Aug 27, 1993 <br />DATE: <br />October 8, <br />1993 <br />FILE: <br />SWAP.AGN <br />DESCRIPTION AND CONDITIONS <br />The Public Works Department has received a request from the Indian River <br />Recyclers Club to use Hobart Park on a monthly basis to hold a swap meet in <br />which the community will be invited to participate. The proceeds will be <br />donated to community charities. The Public Works Department is of the <br />opinion that the Fairgrounds would be a more appropriate site. The Farm <br />Bureau Building and new restroom building are available. The Community <br />Development Department stated they have no objection. The City/County <br />Recreation Department requests a reservation made prior to each event and a <br />fee of $50/event/day be applied. Risk Management is requesting appropriate <br />insurance be provided. <br />On October 7, 1993 the Parks and Recreation Committee approved the use of the <br />Fairgrounds rather than Hobart Park for. the swap meet based on the provisions <br />stated above. <br />RECOMMENDATIONS AND FUNDING <br />Based on the recommendation made by the Parks and Recreation Committee, staff <br />requests approval of the Indian River Recyclers holding a monthly swap meet <br />at the Fairgrounds. <br />Public Works Director Jim Davis explained that the Indian <br />River Recyclers Club will be responsible for cleanup after each <br />event and will provide the County with a schedule of events. <br />Commissioner Eggert wondered whether $50.00 per event is <br />enough to offset the County's costs. Director Davis recounted the <br />reasons for setting that rate in 1986, and agreed that the <br />circumstances have changed and we should review the rate. However, <br />we have not had much demand for use of the Fairgrounds and if the <br />rate is increased significantly, there may be no demand. <br />Commissioner Tippin asked, and Director Davis confirmed that <br />the use of the Fairgrounds by groups such as the Farm Bureau would <br />take precedence over these swap meets. <br />42 <br />
