PINTO <br />DIRECTOR OF UTILIT SERVICES <br />BOOK 99 UGF 819 <br />PREPARED WILLIAM F. c �INAND STAFFED CAPITAL NGINEER <br />BY: DEPAR UTILITY SERVICES <br />SUBJECT: SOUTH REGION WASTEWATER REPUNP STATION TRANSMISSION <br />SYSTEM - WASTEWATER WORK AUTHORIZATION NO. 1 <br />INDIAN RIVER COUNTY PROJECT NO. US -93 -28 -CS <br />On September 28, 1993, the Board of County Commissioners approved a <br />continuing services contract with Masteller and Moler, Inc., for <br />wastewater collection system design services (see attached <br />continuing services contract). With the County closing on its <br />purchase of GDU's South County Wastewater Treatment Plant, we will <br />now be diverting sewer flow from Oslo Road (the site of our <br />previously planned South County WWTP) south to the GDU WWTP (see <br />attached exhibit by Brown and Caldwell). The Utilities Department <br />has negotiated a contract with Masteller and Moler for the design, <br />construction, administration, and inspection of the above -referenced <br />project. <br />ANALYSIS <br />The estimated construction cost for this project is $1,752,151.50, <br />which includes a 10% contingency. The negotiated fee for design and <br />inspection is $131,000.00, with an additional $31,000.00 for <br />surveying services (see attached Work Authorization No. 1 for <br />details). The fee is a lump sum negotiated contract, which is well <br />within the acceptable range for a project of this magnitude. For <br />comparison purposes --if the Farmer's Home curves were utilized, the <br />fees would be $176,120.00± for engineering and inspection alone. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Work <br />Authorization No. 1 with Masteller and Moler, Inc., as presented. <br />Commissioner Macht suggested deferring this item until the <br />Board has an opportunity to review the General Development <br />Utilities purchase and related matters. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously agreed to <br />table discussion of this matter for two weeks. <br />44 <br />
