D. =TER, <br />ENVIRONMENTAL ENGINEER <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: SLUDGE/SEPTAGE FACILITY <br />PROPOSAL FOR OPERATIONS PERFORMANCE SUMMARY REPORT <br />BACKGROUND: <br />The subject facility has been completed and is in operation. <br />Attachment B to the Environmental Protection Agency (EPA) Assistance <br />Amendment requires that one year after the date of initiation of <br />operation of the project, Indian River County must certify to <br />certain performance standards. This must be done in a particular <br />format as required by the EPA (see attached). <br />ANALYSIS: <br />The engineering consultant shall receive and review all operation <br />and performance data and summarize these data into an Operations and <br />Performance Summary Report in a format acceptable to the EPA for <br />grant funded projects. The engineer shall visit and inspect the <br />facility on a monthly basis to affirm proper operation and to <br />collect data. He shall also review operating procedures with Indian <br />River County personnel and recommend revised procedures as <br />necessary. <br />The attached work authorization describes these services for a fixed <br />fee of $1,085.00. The total fee shall not exceed $9,800.00. The <br />EPA will participate in the funding for this requirement. <br />The staff of the Department of Utility Services recommends approval <br />of the attached work authorization to provide engineering services <br />for preparation of the required Sludge Operations Performance <br />Summary Report, as required in the EPA grant conditions. <br />Commissioner Adams asked how much the Environmental Protection <br />Agency (EPA) will contribute. <br />Utility Services Director Terry Pinto explained that this will <br />not be determined until the EPA does a final audit on the project. <br />There was a 55 percent grant on eligible portions, and the EPA will <br />determine what portions of the study are eligible for the 55 <br />percent reimbursement. <br />45 <br />L_O CT 19 1993 <br />BOOK 90 PbGr 820 <br />
