I <br />OCT 19 199 <br />d,nnM <br />8001( <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Tippin having temporarily left the <br />meeting), approved work authorization with Camp <br />Dresser & McKee, Inc., to develop performance <br />specifications for a truck scale and prepare bid <br />documents, for a fixed fee of $1,492.00 and a total <br />cost not to exceed $10,500.00, as recommend by <br />staff. <br />COMMISSIONER TIPPIN RETURNED TO CHAMBERS AT 11:48 A.M. <br />CITY OF VERO BEACH PROPOSED WHOLESALE WASTEWATER RATES <br />Utility Services Director Terry Pinto announced that staff is <br />concerned about the method the City of Vero Beach is using to <br />calculate charges. Staff found discrepancies in assumptions made <br />by the City in calculating usage and questions the City's transfer <br />of utilities revenue into its general fund. <br />Administrator Chandler advised the Board that Director Pinto <br />and one of the County's consultants will attend tonight's public <br />hearing on the proposed rate increase, at which time Director Pinto <br />will recommend that the City adopt the new retail rates but <br />recognize that we have changes we are asking them to make in the <br />wholesale rate charged to the County. No Board action is needed <br />today. <br />Director Pinto advised the Board that the following letter <br />will be delivered to the City prior to tonight's public hearing: <br />October 19, 1993 <br />Mr. Tom Nason <br />City Manager <br />City of Vero Beach <br />Post Office Box 1389 <br />Vero Beach, Florida 32961-138.9' <br />SUBJECT: CITY OF VERO BEACH PROPOSED WHOLESALE•WASTEWATER RATES <br />Dear Mr. Nason: <br />The purpose of this letter is to communicate Indian River County's <br />conderns relating to the City's proposed wholesale wastewater rates <br />and to suggest a course of action that will facilitate resolving the <br />matter. <br />Our utility rate consultant, as well as our own staff, has reviewed <br />the City's 1993 water and sewer rate study, which indicates that the <br />proposed wholesale sewer rate is intended to allocate the City's <br />average cost of wastewater treatment and disposal for wholesale <br />sewer service provided to the County. <br />48 <br />
